I might be getting a Leopard Gecko, I was wondering, can I use just a heat mat instead of a heat lamp ?
Yes you can heat pads provide heat from the bottom. In the wild leopard geckos get there heat from the ground. If you want you can use heating lamps is you want but i suggest heating pads. Hope this helps.

you can use a human heat pad under the set up but he also requires a heat light they have a 3rd eye that tells them when they are hot too hot or just right.

Heat pads are your best choice. They are safer and cheaper to run then bulbs and provide the belly heat that leos use.
