No, polystyrene does not biodegrade from water and is resistant to photolysis. Most of the marine debris is made up of polystyrene. It is really hard to recycle because of it's composition too. If you want something that won't degrade, this is your product. But it might be harmful to your frogs if they somehow ingest it.
