I'm going to look at this saddle tomorrow and just want to see if i'm getting a fair price. I don't know the maker but it's 15", the seller says they bought it for $700 and used it a bit. I've never bought a western saddle so any advice would be great.

Look at the fleece on the underside, is it flat or does it still have some fluff to it. Flex the saddle to make sure the tree is intact. Lift the fenders and look inside the center of the saddle, pull on the leather and act like your trying to tear it - you just checking to see the strength of the leather. Look at the overall condition of it to see how many scratches or gouges are on it. After all that you need to sit in it, if they have a horse that it fits and can be ridden I would suggest riding in that saddle. Even better if you can bring your horse and ride him/her in it to see if it fits their back.
