All you have to do is find out when their next meeting is and go to it and they'll give you an application to sign up!

You should be able to join at any time but you may not be able to show your horse in 4-H shows until next year. You of course will have to ask about that, even if you can't you can learn alot just by attending.
Yeah, you can join and go to meeting or clinics, but probably not shows and such since the project date has already passed. Call your local extension office and see.
I don't see why not. Why not give the 4-H leader a call and ask.
