Its a shame..
this horse farm (breeds falabellas) breeds horses yearly.
unfortunately, some of these horses are bred as 2 year olds or 3 year olds! I bought one of my horses from there. She was one of the luckier ones- bred at a more mature age, but I wanted to buy one of the poor 2/3 year olds to save them from being bred!
One of the ones to be bred this year is a 2 year old filly with horrible cow-hocks! She's BREEDING that horse!!
This other one has a badly shaped hoof- its not as bad, obviously, but still a conformational fault.
She's re-breeding the parents of one who created a dwarf mini!
This frustrates me- these horses have potential. its obvious- im in total love with one of hers, but she's put it in the pasture with her stud by now...
Should i report her? Is this cruel enough, or is it not enough to do that for, and since i already bought a horse from her, it'd be hard to defend my reasons....
Should I buy a horse? I cant buy all of them- im not a millionare!
I feel horrible not doing anything when i'm sure that i can!!
She's from ontario canada in case any of you know about the breeding regulations there. i looked into it but couldn't find anything. maybe you guys will have better luck.

To answer this question properly, you have to have read the whole description!
Unfortunately she isn't breaking any laws... unless maybe you could get a licensed veterinarian to back you up (even if its just a signed letter) and go to the aspca, local horse rescues, or even aaaahhhh..... dare I say it???? peta

Remember it takes just one person to get the ball rolling and there are PLENTY of true horse lovers out there that will sign any petition, write letters, make phone calls, etc. You'll have to work your butt off and keep pushing every one along! But wouldn't it be worth it?!

In the mean time, If you can buy the filly you love save her from that situation, talk to your horse friends about saving other fillies...

Unfortunately she is probably not doing anything illegal although it ought to be. As long as the animals are well fed, watered and cared for I don't think there is any law against stupidity. It's a shame for the animals though.
I would never breed a 2 yr. old, but I don't think they can be reported for that. All I can say is they are very irresponsible breeders and horse owners! I would not recommend them to anyone, ever! This is why there are so many poor horses that are needing home. Due to money hungry and intelligence, these people will have a good year in sales of horses and they breed double the next year. Well sales will go down and they end up breeding again and again. Before you know they have 50 horses, and no one is buying. What happens? They the farm ends up in over their head, and they sell them for nothing to the killers. And who is to blame the greedy breeder! I as much as you, wish I could save every animal on this cruel planet, but I can't. All you can do is save the ones you have, and hope and pray that these irresponsible people will stop what they are doing. If these people are reputable breeders to unsuspecting buyers, I would put the word out on what you think. Are the horse healthy, and in good condition, or are they average? I would not report them to the ASPCA , but I would contact the breeder organization, see what they think. You can report this anonymously.
Talk to someone that is from Animal Control or a Animal Rights union there. Perhaps they'll be better to actually find the answers you're looking for.

Honestly, it sounds like a irresponsible breeder. Even if nothing looks wrong with the horse, there could be a lot of problem occuring still on the inside if she's not being responsible enough to not breed horses at the right age, who knows about the genetic problems on the inside she's just encouraging for the money!
The only thing i found online was the alberta spca and their codes but i found nothing governing the age of mares to be bred, however you could argue that the breeding at such an early age causes undue hardship which is one of their laws, i hope this helps, but the best bet would be for you to contact the spca and ask them. they would know better than anyone else being as they rescue animals for their career. Good luck it is sad when people mistreat animals for greed.
Legally, this girl is doing nothing wrong. She obviously is breeding low quality horses and is putting the mothers at risk, but there is nothing you can do. One of the things that I suggest is DO NOT buy horses from her. I know that this is a hard thing to do, but if you keep buying her horses, she will continue to produce more of them and that is the last thing that you want. In situations like this there is nothing that you can really do except only buy horses from her that are of good conformation, health etc. and tell her that you would never consider buying the lower quality horses. With people like this, money is what talks the most so if she only makes money off of the good quality and healthy horses, then she will learn that those are the types of horses she needs to focus on producing. You won't get anywhere by talking ethics with her so just show her the dollar signs and she will be more willing to breed responsibly. It's sad but true.
Just because a situation or a person is irresponsible, it doesn't mean that it is illegal. There are no perfect horses, just different degrees of imperfect ones...actually, I applaud you for doing what you could with the one horse that you bought...just do right by her, as that;s just about all you can do at this point. There are min-Falabellas, and they may have been trying to get one, just didn't plan on getting a dwarf, but some things can happen in nature that you cannot control.
