It is not a tack cover. It is a Shadowroll like it says above the picture. A Shadowroll goes on a bridle for a horse when racing to help it from spooking from shadows. Here is a picture:

A shadow roll is a piece of equipment, usually made of sheepskin or a synthetic material, that is attached to the noseband of a horse's bridle. Like blinkers, it partially restricts the horse's vision, and helps him to concentrate on what is in front of him, rather than objects on the ground (such as shadows).

The shadow roll is also seen in show-jumping competitions, especially for horses who have a tendency to raise their heads too high and evade the bit. Yes,, as said by others and the advertisement It is a Shadow roll. it has two functions 1 is to hide shadows upon the ground from a horses field of vision, the other is to force a horse with high head carriage to lower his head. That allows him to move forward more easily and effectively then when he keeps his head and neck high.

yeah, a shadowroll is definately not a tack cover, it does go on the bridle by the noseband, then the horse sees the shadowroll and does not spook at shadows that it may see on the racetrack
