Depends on relative size. If you have a truly large arowana and only little hatchling turtles, absolutely. If you have an adult turtle with a small arowana, the opposite may occur.
Admittedly, this is why many people keep turtles to a species tank. They're going to be a bit unpredictable with fish from time to time.
In addition to that, they are going to need a place to come out of the tank to bask so they can soak up both warmth and UV light for producing healthy, hard shell. This may mean you will need a tank with an open top, a major no-no with keeping the notorious tank jumper and carpet surfer the arowana.
