Is this a sign of dropsy?

Is this a sign of dropsy?
When i first got this guppy... i noticed that on the top of the body....(under the top fin) of my guppy was white.. like a soar. So i thought it was nothing. But then a day later i noticed that the fins of the fish is not opening up as much so i put it in something else and i looked from top and the white part the scales were alittle out. Is this a sign of dropsy? The whole body is not like a pine cone yet though. P.S. when i bought it... the stomache was big REALLY big but i thought it was just pregnant but the next day... her stomach was gone.
Dropsy isn't a disease itself but a symptom of a disease. The most common causes of dropsy are internal bacterial infections, tumors or internal organ damage, which causes the body to fill with a fluid, resulting in the inflated, pine-cone effect. However by the time the problem shows external symptoms it is usually too late.

What are your water parameters (pH, ammonia, nitrite and nitrate)? Also how big is your tank and does it have a filter? If so is it cycled?
