I just got an Avacado puffer fish today. I noticed one of his eyes is clouded over white. It kinda looks like when a dog gets a cataract... can fish get these or is it a disease??

Yes, it's a disease. It's a build up of fluid usually caused by a bacterial infection. Treat him with a broad spectrum antibiotic like Tetracycline or Minocycline. A bit of epsom salts in the water won't hurt either.

It could also be caused by fighting or damage from running into a decoration as well.. either way, antibiotics will help.
i believe your fish has dropsy. This disease is characterised by a swollen or hollow abdomen (Ascites). A concentration of fluid in the body tissues and cavities causes the fish's abdomen to become swollen and appear bloated. Swollen areas may exhibit a 'pine-cone' appearance caused by the fish's scales sticking out. You can best see this by viewing your fish from the top. Fish may also stop feeding, appear off-colour, become listless and/or lethargic, have sunken eyes, and hang at the top or stay at the bottom of the aquarium.
I've never heard of a fish getting a cataract. It's likely either a disease, although again not one I'm familiar with (you can read up on pop-eye, but that doesn't fit your fish's symptoms), or it could be resulting from an injury while at the pet store. My thought is it's probably an injury, which you should treat with 2% Mercurochrome, which you can buy at your pet store.
