I just gave away a Labrador Retriever becuz my parents didn't want to keep him cause of his size. They told me tht i could get a smaller dog.

Ok well beagles bark-A LOT! And dachshunds aren't what you would call calm...
But both are still great dogs. I would go with the Boston. They are all those things and more. My mother is always saying he was the best pet we've ever had. Boston's are great small dogs but the only problem is they tend to flatulate. They are sweet to everyone and don't need much space or excersize. They are very playful and could live in the city or country. They are also highly intelligent and easy to train. Bostons are on the calm but playful side of the terriers. Australian terriers are fine but they are really yappy and hyper like the dachsund.

The only reason I can think of, as for why beagles would be cheap, is that there are so many in shelters, they are very common. I have a beagle mix, and my parents have a beagle/golden mix.

Beagles are loud, they shed, they don't train easily because they are stubborn, they are prone to overeating, and they are incredibly friendly and outgoing.
They're cheap because people don't realize that what beagles were bred for, and they're not prepared to put up with the hardheadedness and the beagle howling.

Any sort of terriers, whether they be Boston or Australian, are going to be rambunctious and hyper. And I would say Beagle, but they bark WAY too much!
Go with a Chihuahua or a Dachshund. They are small and playful as puppies- and they grow up to be pretty good dogs.

mutts tend to have less health problems than the pure breeds, because the pure breeds have been through a lot of interbreeding. I have a cock-a-poo and he is playful and has the smarts of a poodle. He is also small, about 15-20lbs. I would suggest looking into some of the mixed breeds.
