My friend found a cat about a week ago on her porch.He was skinny,infested with fleas and had scabs all over it.She took it in assuming it was a stray and cared for it.Then a few days ago the owner found out she had it and took it back.Yesterday the cat came back to her so she took it in.She doesnt want to give it back because the owners are neglecting it.Also they are very mean and hostile people so she is afraid to confront them.What can she do? Is it possible to get the cat licinsed to her so they cant take it back?
Take it to the vet.
I would contact your local ASPCA or Humane Society and explain the situation... then make a vet appointment.. or vice versa.. good luck !
I think she should just keep taking care of it.
go to the nearest spca shelter, tell them the story and everything will be straitened out, she gets the cat, theyll even treat the cat and give it shots.. good luck..if that might not be easy, the police and other organizations are always around to help..
Have her call the local ASPCA branch or adoption agency adn ask if there is an animal cruelty investigator available to come out and take a look at the cat. Have her explain the cat's condition and living situation. There ARE laws to protect animals from this type of cruelty and neglect. The owner has to provide the cat with food, water, shelter and vet care. It is also their responsibility to make sure that she is flea and tick free. The ASPCA agent will probably give them a certain time period to comply with the law and confiscate the cat if they dont. Also, if she wants to adopt the cat have her explain that to the ASPCA agent and see what they can do. Good luck!

oh did the same thing myself, took abused cat in that was sick and neglected. called local police on laws in our area . NO cat laws.I had every right to keep it. Here she was also pregnant. So we ended up with 7 kittens and $125 vet bill for spay momie ...shots for kittens, Found good homes for 3) kittens and 10 yrs later have 5 wonderfull loveable funny entertaining

Wow thats a tough situation. I would have your friend talk to the owners and tell them they r neglecting their cat and its coming to her. If they keep on neglecting it, tell them (not too mean in a way) that its not right of them and they r not responsible. She can try to see if there is near a animal rescue she can talk to about.

You can report them and I recommend that you do. Animal cruelty laws require that pet owners feed and do vet care as needed.
Obviously they are not doing a good job. Call your local law enforcement office if you do not have an ASPCA. They can put you in contact with their animal division.
