My cat simply has not been taught. We used to own his mother before giving her away to a friend and kept him.

if he is an indoor cat why is he in a garden? There is no litter in the garden.
Either he is marking his territory, or he never used to cover - sand is far easieer for a cat to use to cover than litter is.
If you use pepper flakes he'll just avoid that place, and that's not the problem, him not covering is - give it time.

He doesnt sound much like an indoor cat if he is in the garden. Does he know where he is? If you are letting him out and he has not been living there very long you are more than likely going to lose him.
Back to your question. Many, many cats don't cover their poo as it is a sign of being territorial. In the wild the more dominant cats will leave their droppings lying on the surface to warn other cats of their existence.
What he is doing is perfectly normal. Just deal with it by picking it up after him or throwing soil over the top.
