I DON'T THINK HE CAN'T POOP..OR MAYBE HES NOT BREATHING PROPERLY WHAT TO DO???
Take him to the vet asap, don't wait. Birds are very good at hiding their sicknesses and when it gets to the point where they are visibly in distress as you are describing, they are very sick. Go now, if you have an emergency vet nearby go.
