All birds are fairly noisy and messy. Some more or less than others. Compared to many birds, parakeets aren't too noisy.
They are fairly messy, but again, there are messier.
I think theyre a good starter bird, but make sure you have time to lay out for it.
You'll have to take care of it (clean cage, provide fresh water every day) for years. It is a huge commitment, and think twice beffore wanting it. Birds are beautiful, but sometimes too much to handle for many.
Do you have 45+ minutes to spend every day, plus even more time out of the cage?
Are you able to give it new water every day?
Are you able to feed it fresh fruits and veggies every day?
Are you able to keep it in shape and make sure its diet is balanced along with excersize?
THese are a few of many questions you have to ask yourself before buying a [single - for some questions] bird.

Hi, I own a female parakeet (named sky)
She is relatively quiet, however her noisier times are in the morning and at night.
However in between song-like chirps she does make a (rather annoying) louder chirp.
But I have worked with other birds such as cockatiels and cockatoo's, and my parakeet is the quietest of them all.
They require a small cage, and I put newspaper, and a bedding at the bottom of it. It doesn't require much cleaning, maybe once a month.
Their, um, 'poop' is quite small, and, um, not 'wet' like other birds, which is good, but if you let your parakeet have free roam of the house you'll find quite a bit of it.
I hope this has been helpful.

My experience
Well yes birds can be messy, but out of all the other birds you can choose from i would say that a parakeet is the least messiest. Birds like to throw there seed, so it goes out of the cage and makes a mess. Yes parakeets do make noises but i don't think that its that loud. Maybe you can pet sit for a friends bird first so that you get an idea of what has to be done to take care of a bird, and how much mess it makes. Also just like any other animal you will have to care for it for its lifetime. Parakeets live about 8-10 yrs. Just remember the smaller the birds the smaller the messes. Good Luck
Parakeets, specifically Budgies (a parakeet is any long tailed parrot) can sometimes be noisy but much less so than other small parrots. I find their songs more melodic than lovebirds, who seem really screechy though they are very beautiful and adoring of their owners. Most often I hear a clicky cluck from my male when he is happy and chilling in the background.
My birds come out in the morning when I am home and go in for a nap then out in the afternoon for a while. They are not clipped because the older one came to me not clipped and I felt he would suffer emotionally if he lost his ability to fly once he had known it, so there is a bit of a mess factor. I use tea tree oil Doc Bronnor's Soap in water to wash the budgie spots, it is non-toxic. I do not know if budgies can be trained to poop on command like the bigger birds I have seen, it is a form of house breaking.
If you get a budgie young enough with patience and gentle training you can often teach them amazing tricks. They are numbered third of Parrots in ability to mimic human speech, show this to your Mom, not a typical budgie for sure but they do exist:

These are miniature parrots and do have emotions very much like a bigger bird. I have been petsitting for a couple these last two weeks and getting home later and my birds have refused to come out for fly time when I open the cage for an hour because I upset their routine.
The sweet songs and silly antics of my birds make up for the messes. I live alone so the noise factor is actually a healthy thing for me since they rarely chatter angrily unless I have not put a You tube video up on another tab for them lately.

i agree... mines a pain in the *** but by far less messy, noisy and mean than the larger parrots. A good starter bird.
