They are nesting... whether or not they are actually going to lay eggs really depends... and even if they do lay eggs, they could very well be infertile
Do you have parakeets and are they young?
if so that is normal..for them to do that..do not worry..

run a bird shelter and raise rare budgies
I think they do that because they feel cold. of maybe they do not have nest box or something.
if you have a boy and a girl bird she might be laying eggs.. need more info
