I didnt buy one i just made one out of a cardboard box. is tht okay and there is only two toys and a little shelf tht he can hide under or sit on top of i dont know if it is too scary for him or what

Might be a little scary for him. Try a wire hanging basket (for pot plants) and hang that up with the toys in it, they work wonderfully as a play gym, my budgies love theirs.
